The Office is in charge of the day-to-day running of the activities of the Commission and also has direct supervision of the work of the following Units:

  • Internal Audit;
  • Legal; and
  • Public Affairs

The Directorate is responsible for the effective and efficient management of the financial and human resources and the administrative policies of the Commission. The Units under this Directorate are:
(i) Finance; and
(ii) Human Resource and Administration

The Directorate is responsible for the development and implementation of programmes aimed at the promotion of renewable energy and the implementation of the Renewable Energy Act, 2011 (Act 832) and for the promotion of energy efficiency and climate change mitigation. The Directorate is also responsible for enforcing all the regulations passed under Act 832 and the Local Content and Local Participation Regulations, 2017 (L.I. 2354).

The Directorate is responsible, through research, for the development of energy resources, demand and supply planning documents such as the Strategic National Energy Plan (SNEP), Integrated Power Sector Master Plan (IPSMP), Energy Outlook, and Annual Electricity Supply Plan. Also, the Directorate hosts energy databases and develops energy data reports such as the National Energy Statistics and Annual Statistics Handbook.

  • The Directorate is also responsible for the following Offices:
    Electricity Market Oversight Panel Secretariat (EMOPs), the Secretariat responsible for the day-to-day administration of the Electricity Market Oversight Panel (EMOP), a technical committee set up under the Electricity Regulations,

    2008 (L.I. 1937) to advise the Energy Commission on the operation and administration of the Wholesale Electricity Market (Regulation 16 (3)).
  • Monitoring and Evaluation Unit, which is responsible for monitoring and evaluating the Commission’s work programmes and activities to ensure that outputs, outcomes, and impacts are realized and their effectiveness measured.

This Directorate is responsible for the regulation of the electricity and natural gas industries. It is responsible for licensing operations in the electricity and natural gas industries. In collaboration with Public Utilities Regulatory Commission, the directorate in accordance with Section 27 of Act 541, makes regulations in collaboration with the PURC. The Directorate is also responsible for enforcing all the regulations passed under the Acts that govern the operations of the Commission. These include the Electrical Wiring regulations and the Local Content and Local Participation Regulations.
