Launched on 8th September 2014, the China-Ghana South-South Cooperation on Renewable Energy Technology Transfer is a collaboration between Energy Commission in Ghana, the Ministry of Science and Technology in China together with the UNDP Country Offices in Accra and Beijing. The project is funded by the Danish Government in support of coherent cooperation between China and countries in Africa within the framework of the UN’s Sustainable Energy for All (SE4ALL) initiative.
The project aims to facilitate the exchange of expertise and technology on renewable energy between China and Ghana, with focus on building the institutional framework and capacity required to facilitate the local absorption of the technologies. It supports broader national socio-economic and environmental objectives, most notably poverty reduction through employment generation and supporting action on climate change mitigation. The project will do so by creating an enabling environment for technology transfer and promote the production of RETs in Ghana with a strong focus on private sector development and inclusion.

The objectives of the project would be achieved through the implementation of the following four outcomes:

  1. Ghana has an enabling environment in place for the transfer, production and regulation of the use of Renewable Energy Technologies in Ghana
  2. Access to and use of relevant Renewable Energy Technologies (RETs) increased in Ghana
  3. China’s has strengthened capacity for South-South Cooperation in relation to RET transfer
  4. Project management and coordination structures established

Ghana has an enabling environment in place for the transfer, production and regulation of the use of Renewable Energy Technologies in Ghana

This outcome will focus on strengthening the regulatory and institutional framework governing the renewable energy sector, in order to promote and facilitate investments, technological cooperation and private sector participation in developing RETs. It is therefore expected that this outcome will lay the foundations and create the necessary enabling environment for the transfer and demonstration of selected RETs in Ghana, setting up an RET transfer model that Ghana can subsequently adjust and replicate with other countries willing to contribute to technological innovation in the renewable energy sector. It is also expected that the activities carried out under this outcome will have a trickle-down effect in terms of strengthening the conditions required by the private sector (both national and foreign) to invest in RETs.

Access to and use of relevant Renewable Energy Technologies (RETs) increased in Ghana

This outcome will focus on transferring specific and appropriate RETs to Ghana on a pilot basis and creating the conditions for subsequent up scaling. The outcome will ensure that the best practices and the lessons learnt gathered through the implementation of the pilot RETs transferred and subsequent up-scaling will further inform and provide inputs to the strengthening of the RE regulatory framework and the overall enabling environment even after the completion of the project.

China’s has strengthened capacity for South-South Cooperation in relation to RET transfer

This outcome will focus on the Chinese institutional and private sector capacity to engage in mutually beneficial technology transfer through the South-South Cooperation approach. To support the project implementation and create the foundations for future constructive Chinese support to Ghana’s renewable energy to continue beyond the project, a number of activities to build Chinese capacity will be supported, lessons learned from the Chinese development experience will be gathered, guidelines will be revised and China – Ghana networks and information exchange platforms will be created.

Project management and coordination structures established

This outcome focuses on establishing the key project management set up for project implementation. Specifically, this involves the creation of two project management units within the relevant Ghanaian and Chinese institutions and two project steering committees to oversee implementation and provide strategic direction for the project in each country.

Background on UN Sustainable Energy for All (SE4ALL) Initiative

The Sustainable Energy for All (SE4ALL) initiative is a global initiative that was launched by the Secretary General of the United Nations Mr. Ban Ki-moon in September 2011, to mobilise the UN system, governments, the private sector and civil society to take concrete action toward three critical objectives to be achieved by 2030:

  1. ensuring universal access to modern energy services;
  2. doubling the global rate of improvement in energy efficiency; and
  3. doubling the share of renewable energy in the global energy mix.

The Government of Ghana recognises the potential of the SE4ALL initiative as a vehicle to drive the implementation of its National Energy Policy (2010) which has a goal to achieve: universal access to electricity by 2020; increase energy efficiency practices in residential, commercial and industrial applications; and 10% contribution of renewable energy in the electricity generation mix by 2020.  

Hence, under the leadership of the Energy Commission and the then Ministry of Energy and Petroleum (now Ministry of Power and Ministry of Petroleum), key government ministries and agencies, civil society organisations, private actors and development partners were engaged to identify and prioritise high impact opportunity areas that would significantly contribute to the attainment of the objectives of SE4ALL and drive sustainable development in Ghana.  Five SE4ALL high impact opportunities were selected, namely,

  • Universal Adoption of Clean Cooking Solutions
  • Off-Grid Lighting & Charging
  • Sustainable Energy for Island Economies
  • Clean Energy Mini-grids
  • Productive Uses of Electricity

The Ghana Sustainable Energy for All (SE4ALL) Action Plan was developed and launched in May 2013 with technical support from UNDP, Ghana.  Following a decision by SE4ALL stakeholders in Africa to refocus Action Plan documents into Action Agendas in December 2013, the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) provided Technical Assistance to Ghana to reformulate our Action Plan to an Action Agenda.

The Energy Commission is committed to developing and elaborating national policies and strategies for all renewable resources such as biomass, solar, geothermal, water and wind, as well as for technologies, demand and supply side management, including  solar photovoltaic systems for both stand-alone and grid connected, wind energy resource assessment and generation, small hydro development in Ghana covering mini, micro; biomass/biofuel and woodfuel resource assessment, development and generation.

In addition to the above efforts the Commission is also resolved to tackle the difficult but not insurmountable problems of changing consumption patterns and negative attitudes of the energy users which only result in wastage and high energy consumptions costs.

The Renewable Energy Act (Act 832) mandates the Energy Commission to register all renewable energy service providers operating in Ghana.
